In August of 1990 a new law was issued called The Federal Code of Electoral Institutions and Procedures(COFIPE).  During the same year, on October 11 the Federal Electoral Institute was established. It has undergone constitutional and legal regulations reform processes which has made it difficult to intragrate and appreciate its attributions. In 1996 reforms were carried out. This reform enforced the IFE’s independence All of Mexico’s Federal elections are run by the Federal Electoral Institute. Such as the lower and upper chambers, as well as the Presidents elections.  Mexico   has a multi-party system, they eight nationally recognized by the IFE. There is three main parties: the PRI, the PAN largest party in Congress, and the PRD which is a splinter group of the PRI, in the 1988 elections. The PRI is the dominate one out of three political parties. It is known as Mexico’s “official” party and was founded in 1946 by Calles. It is at the local, state, and national levels for most of the 20th century.  Also, is second at the higher chamber of senators. A part of the Socialist International, it is perceived as left of center, supporting a policy of mixed economy and nationalized industries, both of which are longstanding Mexican practices. The PRI is the rival of the PRD. PRI became a symbol of corruption and electoral fraud.
